Satellite city plan likely to be passed by March

Feb 23, 2017- The government’s plan to build a satellite city on the fringes of the Kathmandu Valley is likely to be endorsed by the Kathmandu Valley Physical Development Committee by mid-March. After the committee, which is chaired by Urban Development Minister Arjun Narasingha KC, gives the go-ahead, the scheme will be sent to the Cabinet for formal ratification. The government has been mulling to declare a number of places in Kathmandu, Lalitpur and Bhaktapur districts as satellite cities in a bid to better manage and ease congestion in the Capital by luring residents to move to the outskirts. A satellite city or town is an idea in urban planning that refers to an area located near major cities or metropolitan areas. “We are planning to identify four spots and develop them as satellite cities. Once the committee endorses the plan, we will call for letters of interest to prepare a detailed project report (DPR),” said Bhai Kaji Tiwari, chief executive officer of the Kathmandu Valley Develo-pment Authority (KVDA).
The DPR will determine the location and exact size of the land that can be developed into a satellite city. According to Tiwari, they are thinking about the outskirts of Gundu, Balkot, Dadikot, Duwakot, Changu Narayan, Bhainsepati and Saibu as potential sites. Four ministers and nine secretaries from the relevant ministries also sit on the committee. The budget for the current fiscal year has allocated Rs150 million to prepare a land use plan for the purpose of constructing satellite cities in the Kathmandu Valley within five years. The KVDA said that the inclusion of almost all the related line agencies at the central and local levels will make it easier to proceed with the plan if the government gives a clear mandate for the development of satellite cities. According to Keshav Neupane, information officer at the KVDA, the government is planning to construct a satellite city on 100,000 ropanis of land near the Manohara River on the way to Sankhu. The government will adopt a land-pooling mechanism for the construction of public infrastructure including roads and open spaces equivalent to 5 percent of the total area. “The government will not buy land, but pool the required space for infrastructure development by paying compensation to the landowners,” said Neupane. Around 5 percent of the land will be used to develop infrastructure. Likewise, a satellite city will be built in Lalitpur in the second phase which will be spread over 10,000 ropanis. The KVDA has planned to develop the satellite city in Kathmandu as a model, and replicate it in other major cities across the country. The city will have modern amenities with well managed schemes for drinking water, electricity, sewage, hospitals, schools and government offices. “This is the first of its kind concept in Nepal, and we are working hard to ensure that the city succeeds in catering to the needs of people living in a city like Kathmandu,” Neupane said.

सरकारले साउनदेखि नै नयाँ मूल्याङ्कन लागू गरे पनि बजारमा कारोबार भने बजारमा कारोबार भने तेब्बर मूल्यसम्म भइरहेको स्वयं मालपोत कार्यालय प्रमुखहरु स्वीकार्छन्, कारोबार दैनिकमा खबर छ ।

‘बजारमा कारोबार भइरहेको मूल्यलाई समेत आधार मानी न्युनतम र अधिकतम मूल्य कायम गरिएको हो,’ मालपोत कार्यालय कलंकीका प्रमुख जीवनाथ शिवाकोटी भन्छन्, ‘तर अझै पनि तेम्बरसम्म मूल्यमा खरिदविक्री भइरहेको छ ।’

जग्गा कारोबारमा यथार्थ मूल्य कायम गर्ने अभ्यास बढ्दै गएकाले यसलाई प्रोत्साहन गर्न मूल्याङ्कन कायम गरिएको उनले बताए । ‘पूर्वाधार निर्माण र सार्वजनिक हितका लागि जग्गा अधिग्रहण र मुआब्जा एवम् क्षतिपूर्ति वितरणलाई सहज एवम् विवादरहित बनाउन यसो गरिएको हो,’ उनी भन्छन्, ‘राजस्व तिर्दा १० लाख देखाउनेले जग्गा अधिग्रहणका बेला एक करोड भन्ने परिपाटी अन्त्य गर्ने प्रयास हो तर सुधार देखिएन ।’

नेपाल जग्गा तथा आवास विकास संघका सचिव भेषराज लोहनीका अनुसार सरकारले अधिकतम ४० लाख रुपैंयाा तोकेको स्थानमा अहिले पनि ७० लाखदेखि एक करोड रुपैंयाासम्म कारोबार भइरहेको छ ।

Health and safety general policy

Construction Limited Health and Safety Policy confirms its commitment to the prevention of injury and ill health and continual improvement in Health and safety management and performance; achieving the highest practicable standards of health and safety on all projects with which it is associated and to providing working conditions that are safe and healthy for all employees and those under the company’s control.

The effectiveness of R&D Construction Limited Health and Safety Policy relies heavily on the competency and co-operation of company employees. The policy is communicated to all persons working under the control of R&D Construction Limited with the intent that they are made aware of their individual occupational health and safety obligations. Every employee is reminded that he has a moral and legal responsibility not to endanger himself or others by his acts or omissions whilst at work, or in the provision of any work equipment which may be accessible to others.

The requirements of the Health & Safety policy are communicated to all the employees and their involvement in the management of health and safety is actively promoted through effective and regular consultation.

The company has an excellent record for Health and Safety at its places of work. It recognises that this is achieved through the active participation, of both management and those employed by the company, in identifying hazards and risks and then taking positive action to control them. Directors or Managers may be named in individual documents e.g. Construction Phase Health and Safety Plans.

Ultimate responsibility for health and safety lies with Mr Richard S Pratt who, is supported by the company’s full time dedicated Health, Safety, Environmental and Quality manager, he is trained to and is a member of IOSH as well as other Safety institutions. He will provide advice on all Health and Safety matters to the management to ensure that the Company has a full understanding of all forthcoming health and safety regulatory requisites. He will also provide advice to all personnel on a one to one daily basis. Where required R&D Construction Limited also employs the services of external safety consultants and advisors to assist in operational matters within the Company.

R&D Construction Limited Health and Safety Policy is documented, implemented and maintained and provides the framework for setting and reviewing the occupational Health and Safety objectives, the policy will be reviewed annually to ensure that it remains relevant and appropriate or sooner should measures need to be taken to ensure its effectiveness.
